MANAGER, RESOURCE DEVELOPMENT – PUBLIC SECTOR
UNITED WAY CALIFORNIA CAPITAL REGION (UWCCR)

Reports to: Director

JOB SUMMARY:

This position is responsible for assuring effective fundraising. Reporting to the Director- Resource Development, the  Manager is responsible for developing and conducting highly successful workplace and/or individual giving programs in partnership with the California State Employees Charitable Campaign (CSECC), federal and  local governments as well as special districts throughout UWCCR’s five-county service area: Amador, El Dorado, Placer, Sacramento, and Yolo. The Manager is responsible for assisting in the creation of new relationships as well as maintaining and enhancing existing relationships with all stakeholders as well as other United Ways throughout the State of California. The Manager is responsible for achieving or surpassing goals set by UWCCR’s annual Business Plan and for meeting or exceeding customer/donor expectations for quality and account service within his/her portfolio of accounts. The Manager coordinates closely with the Director and other UWCCR staff in the development of new relationships and the management of accounts. The Campaign Manager will assist the Director in supervising Campaign Liaisons and other campaign volunteers as they are available.

ESSENTIAL FUNCTIONS:

  • Develop, implement, manage and constantly evaluate the efficacy of workplace giving campaigns within the public sector.
  • Achieve targets for donor participation, total contributions and market penetration.
  • Assist in the collaboration with other United Ways throughout California to ensure a cohesive approach to servicing accounts and donor relationships within the public sector.
  • Maintain personal account relationships with key stakeholders and donors in the public sector to ensure their continued participation and satisfaction with UWCCR/CSECC’s services.
  • Assist in the supervision of Campaign Liaisons and other campaign volunteers.
  • Manage and coordinate special initiatives for UWCCR/CSECC.
  • Maintain thorough account files in campaign software.
  • Function as a positive and contributing member of the Resource Development Team.
  • Perform other duties as assigned.

  • Ability to create and retain quality relationships with elected/appointed officials as well as volunteers
  • Excellent communication skills, verbal and written, including the ability to communicate well in a variety of settings with a variety of stakeholders.

  • Knowledge of workplace fundraising best practices.
  • Demonstrated strong interpersonal skills and the ability to create results through influence management.
  • Ability to develop and use creative and innovative methods and the judgment to know when innovation makes sense.

  • Ability to effectively coordinate with other United Ways
  • Ability to appropriately represent United Way/CSECC in public settings.
  • Strong Microsoft Office (Word, Excel, PowerPoint and Outlook) skills required

DESIRED EDUCATION AND EXPERIENCE:

  • Bachelor’s degree in Public Administration, Political Science, Business, Marketing or a related field.
  • 3-5 years of experience in sales, ideally with 1-2 years of experience conducting workplace fundraising campaigns.
  • Experience developing and implementing campaign plans in the public sector.
  • Experience working with volunteer boards of directors and staffing board committees.

PHYSICAL AND MENTAL REQUIREMENTS:

  • Extensive oral communication with co-workers, potential donors, media and the public in settings ranging from one-on-one to large groups including formal and informal presentations, training sessions and question and answer sessions, and by telephone.
  • See and hear within normal range.
  • Constant overall vision, eye-hand coordination; frequent color perception, reading/close-up work, field of vision/peripheral.
  • Sit at a desk for long periods of time.
  • Stand and walk for extended periods of time.
  • Work in an office environment, lift and move objects up to 40 pounds such as large binders, books, boxes, and small office equipment.
  • Have sufficient finger/hand coordination and dexterity to operate and adjust office equipment such as telephone, computer, and calculator.
  • React quickly under high pressure settings.
  • Willingness to travel locally and overnight via plane, train or private vehicle.
  • Ability to work irregular hours including evenings and weekends.
  • Ability to maintain a polished professional appearance.
  • Occasional exposure to dirt, dust, cold, heat.
  • Constant public contact.
  • Constant decision making and concentration.

SPECIAL REQUIREMENTS

  • Possession of an appropriate California operator’s license issued by the State Department of Motor Vehicles, and adequate automobile insurance; possession and maintenance of a good driving record (as evidenced by freedom from multiple or serious traffic violation for at least a two-year duration) that does not contribute to an increase in UWCCR insurance rates.

Campus Information

Hiring Dept. Information

The Center for California Studies is a public education and public service unit of California State University, Sacramento, devoted to promoting an understanding of California's history, cultures, and public policies. A key component to Sacramento State's presence in the state capitol, the Center provides linkages to state government through government training, seminars, research, policy analyses, civic education and government partnership fellow programs.

Duties/Responsibilities

The primary duties of the Executive Director are to provide leadership and manage the programs of the Center. To this end, the Executive Director has overall responsibility for guiding the Center's public policy, public service and civic education programs, providing oversight of the planning of interdisciplinary conferences, and responding to requests for assistance with research projects from the legislature and the governor's office. The Executive Director has responsibility also for hiring, supervising and evaluating Center and special project staff. She/he prepares and administers the Center's annual budget and is responsible for maintaining media and government relations. The Executive Director, in consultation with appropriate University bodies, including the Center advisory board, is responsible for formulating and implementing the long-term goals of the Center. The Executive Director is expected to be a major spokesperson on California public affairs issues and have extensive interactions with state government officials in the three branches of government.

The Executive Director has overall responsibility for managing and developing the Center's public policy, governmental affairs, and public service programs. Current programs include: the four graduate Capital Fellows Programs (Assembly, Executive, Judicial Administration, and Senate), the high school civic education LegiSchool Program, Government Research and Affairs (Legislative Staff Management Institute, Faculty Research Fellows Program), the Envisioning California conference, and various Center workshops, forums and publications.

The Executive Director is responsible for integrating Center programs within the larger campus community. Current collaborative projects with other campus units include Sac Semester Internship Program, the Judicial Administration Graduate Certificate Program, the Panetta Congressional Internship, and the Norman Epstein Court Internship.

The Center is a unit of California State University, Sacramento. Located on the Sacramento State campus, the Center has an annual budget of about $3 million. The Center comprises a total staff of eleven, and supports 64 graduate fellows.

Qualifications Required:

- Advanced degree beyond the baccalaureate;
- Excellent interpersonal, social, and public presentation skills;
- At least three years of experience working successfully with state legislators, constitutional office holders, court officers and/or other elected officials, while maintaining a reputation for personal and professional integrity by working effectively in a non-partisan, transparent manner;
- Strong administrative and management skills, including staff supervision, budgeting, financial management, strategic planning and program delivery.
- Strong, practical understanding of the state budget process, with experience in proposing and advocating for funding;
- Evidence of an ability to deliver high quality public programs from an interdisciplinary perspective on the topics and lines of inquiry which comprise California Studies;
- Evidence of ability to supervise or direct research projects and produce publications in a field related to public administration, public policy, or politics;

Preferred:

- Ability to write "op ed" articles, public policy papers, or reports and evidence of involvement in research and/or policy development;
- Demonstrated ability to develop and deliver diverse applicant pools for academic or employment programs that reflect the political, economic, and demographic diversity of California;
- Experience in policy development at state and local government levels and ability to establish public service linkages (e.g., internships, training programs) with government institutions and officials;
- Demonstrated ability to work collegially with university faculty and staff, with the role and activities of the Center for California Studies integrated into the life of the university across a range of academic departments;
- Experience writing grants and proposals for funding and/or experience in fund development;

Appointment

This position is defined in the Management Personnel Plan (MPP) of The California State University. It is excluded from the collective bargaining process and is also exempt from the overtime provisions of the Fair Labor Standards Act (FLSA).

This position is a "designated position" in the California State University's Conflict of Interest Code. The successful candidate accepting this position is required to file Conflict of Interest forms subject to the regulations of the Fair Political Practices Commission.

CRIMINAL BACKGROUND CHECK REQUIRED

Candidate will be required to provide official transcripts of their highest degree earned and must furnish proof of eligibility to work in the U.S.
